Speaker’s Bio

• Dr. Serge Stinckwich Dr. Serge Stinckwich is a computer scientist and the Head of Research at the United Nations University Institute IIST in Macau, a UN think tank using a human-centred lens to look at how we can amplify the positive contributions of digital technologies for sustainable development and mitigate their risks. His main research interests are in Modelling of Complex Systems, Social Simulation and the Impact of Artificial Intelligence on the Sustainable Development Goals (SDGs), especially in the Global South. He has led projects in Vietnam, Cameroon, and across Africa and Asia, applying AI, robotics, and IoT to fields like epidemiology, disaster response, and environmental monitoring. Formerly a professor in France and Vietnam, he has collaborated with institutions like IRD, CIRAD, and Kyoto University. Serge has organized over 50 academic events and supervised more than 20 postgraduate students from around the world.
• Dr. Sara Migliorini Dr. Sara Migliorini is the Assistant Professor of Global Legal Studies at the Faculty of Law of the University of Macau. Sara’s research covers global legal issues, with a focus on technology law and regulation. She is widely published in her field and her writings have been cited several times by the Court of Justice of the European Union. Sara also led preparatory work for the European Commission in the fields of international and technology law. Before joining the University of Macau, Sara held research and teaching positions at the British Institute of International and Comparative Law (BIICL), and the Universities of Paris 1, Panthéon-Sorbonne, London (International Programs), Lausanne and Florence. Sara holds a Ph.D. in Law from the EUI and a Master’s degree (summa cum laude) from the University of Paris 1, Panthéon-Sorbonne. Sara is admitted to practice in France.
• Mr. Stéphane Monsallier Mr. Stéphane Monsallier, Founder and CEO of System in Motion, specializes in AI for Strategy and Technology Consulting. An expert in the field, he began coding at the age of 10 and established his Shanghai-based firm after graduating from CentraleSupelec. As a prominent figure in Shanghai’s entrepreneurial ecosystem, he actively mentors at Orbit Ventures, advises startups, and has launched the EO Accelerator program, in addition to co-founding La French Tech Shanghai. Currently focused on Generative AI, Stéphane is recognized for his insightful keynotes and mentorship, making him a sought-after speaker in the industry.
• Moderator - Mr. Jérémy Artan de Saint Martin Jérémy Artan de Saint Martin is an accomplished business leader with over 20 years of experience in strategy, planning, and operations, focusing on software system design, development and implementation. As Managing Director at iExcel Technologies, Jérémy has driven the company’s transformation into a leading software development firm in Asia, driving revenue growth through innovative business strategies and the successful integration of tech solutions.

Prior to joining iExcel Technologies, Jérémy Artan held senior roles at Hilton Worldwide, Hyatt Hotels Corporation and the Accor Group, leading cross-functional teams into business and digital transformation, implementing change across the Asia-Pacific region. Jérémy Artan holds a BSc in Business Administration & International Hospitality Management from the Ecole Hotelière de Lausanne (EHL), and a Diplôme d’Economiste d’Entreprise, Hautes Ecoles Suisses (HES-SO). Fluent in multiple languages, Mr. Artan also serves on the boards of the French, the Irish and the European chambers of commerce in Macau.
